Hard to see what's going on with the locknut but it doesn't look good.
The scallop job looks amateurish at best and hammers the value in my opinion.

So where would you put the value? Which is the whole purpose of the thread?
And I thought the sccallop looked pretty decent. No gouged wood, deep scratches, or places where I can see the frets were hit. Contours are uniform. What makes you say that about the work?
Granted, I'm not an expert on that either, but I am a good judge of craftsmanship, as I am a professional tig welder/fabricator.
I did see the frets makers were chipped, but you would have to expect that mop would chip if you were to grind away at it with anything.
In contrast my prestige is nearly perfect, save for one thumbnail size ding in the clear on the lower horns inner curve
As for the dowel, it looks like a chip was taken out of the side of the cavity and the screw can't grip in there, so the dowel was put in for the screw to catch into.

Keep the Ibanez. And you're the one who asked if Jackson used dowels. Lock nut changed to Floyd nut and not done properly, scalloped aftermarket. I'd value the Ibanez higher, but use your own judgment, or not, etc., etc.

OP, have you perhaps considered that your question regarding the value of the guitar has not yet been decidedly answered, for the reason that we're (as a group) still trying to identify the extent of the modifications and overall condition of the guitar before even giving a ballpark appraisal? That's why the majority of the replies so far have been discussing the modifications, and bouncing ideas back and forth.
We're still doing "CSI-style" fact-gathering and analysis here. You want us to jump straight to the verdict and the sentence. Please be patient while we're still trying to assemble all the evidence which would help to appraise the guitar. It's been less than 24h since you introduced the guitar to us, and it may not necessarily always be easy to quickly value one-off/custom guitars that have extensive modifications.
Were this a production guitar, it would be easy to give you a ballpark range... $XXX for a guitar in fair shape, $YYY for a guitar in excellent shape, etc.
Similar would be 600-800 euros here in Finland. I have seen Jacksons from that era going from 600-1000 euros and that is the strat models. However prices are a bit higher here than USA offcourse.
