      +1 for the certified letter. It gives you proof that he received it and gives him a chance to send the money before you get him in some major trouble.

                  You are sure it wasn't some identity theft, that the guy you were dealing with is really Victor? I know, it would be reaching doing an identity theft for only $300.

                  I've heard there is some amount you need to be over for the crime to be real big, like over $500 and it's a felony.

                    I was wondering about ID theft as well. I did a little googling, and it seems like he's always been a New Orleans guy, even post Katrina. Probably not too hard to get a decent enough fake ID to cash the money orders, especially in Florida.
