I read something about this just the other day. Apparently during the cold war there were Soviet bloc spies who could pass as Americans or western Europeans.

One of the first cut tests they'd do on someone they suspected was to hand them the same thing you posted except they'd do one in English with the colors matched properly and one in Russian the way this one is. If they couldn't speak Russian they would have no problem just focusing on the color. If they did speak Russian they wouldn't be able to read the Russian card as fast as the English card.
