Yeah, they're decals, but I actually ended up making them all myself. I couldn't find any wraps that had the right tiger pattern on them- they were all George Lynch type patterns. Each stripe is an individual decal that I cut from a black colored blank. It was tedious as hell and took me over a week, but the final look is hard to beat. In person you'd have to actually hold the guitar to be able to tell that they're decals and not painted stripes.
