Meaning, I barely turn it and it (the volume) goes to 10 even though it's on 1. How is this adjusted? Fender Bullet Reverb, 15w.

Dirty pot.
Unplug the amp, let it cool down, remove the amp from the cabinet, and spray some Tuner Control Cleaner and Lubricant (available at Radio Shack) into the open edge of the pot, then work the knob from 1 to 10 several times.
