Neck not fitting body

Do Jackson USA necks have different drill holes than Jackson's made in India? I have a USA Jackson Piranha neck and I just tried to screw it onto my JS30RR body and it had so much resistance. I unscrewed it and ended up starting to screw new holes and I took the neck out and put it back in a bunch of times to make sure it was right, but they just would not line up. I dont want to ruin my neck, what should I do?
