On maple/maple boarded necks, if the back is gun oiled is the board typically the same? Can you have the board clear finished and the back of the neck gun oil?

Sure can. In fact Fender makes some necks done with a polished board
    and satin back...

Now, Ernie Ball does the gunstock treatment on the entire neck, but no reason you can't
    do as you suggest...

Depends what company you're talking about, but like lefty said, Fender typically has a satin back of neck with high gloss on its maple boards.
I've got a Carvin from 2002 that's got a satin finish on its maple board (the back is high gloss painted same as body). Nowadays, they tung oil their maple boards, and the back will also be tung oiled if not painted, but you've got a choice of high gloss or matte satin clear, also. Tung or gunstock oil will have a similar feel to satin, just not as well protected.

I'd like to know how old Charvel necks were done.
